Chart 2 - WV students using IEPs vs. 4 other Poorest States



I created my Chart 2 using Create a Graph in Internet Explorer. I had to figure each state individually. I converted the percentage of students on IEPs in each state to a decimal and then multiplied it into the total enrollment in the state. This gave me the total number of students on IEPs in each state. The graph shows that the highest number of students on IEPs vs. per capita income is the state of Kentucky. I'm surprised to see West Virginia having the lowest number of students using IEPs vs. per capita income per W.V. Very interesting!
